refactor ff_dnxhd_get_hr_frame_size to avpriv_dnxhd_get_hr_frame_size,
to allow cross library usage in libavformat/mxfenc this change makes
this function no longer be always inlined.

There appears to be no need to treat interlaced videos differently,
also that code is flawed, as for at least one input cur_field would
be always 0.

Passing an explicit filename to this command is only necessary if the
documentation in the @file block refers to a file different from the
one the block resides in.

Otherwise doxygen complains about ambiguous filenames when files exist
under the same name in different subdirectories.
